Talking about the design on front OnePlus Nord CE looks very similar to OnePlus 9R. It comes with single pinch hole camera on top left corner, flat display with little bezels. On back the Smartphone looks almost similar to OnePlus Nord with same vertical camera set-up and with very similar design and there is no OnePlus iconic alert slider on OnePlus Nord CE if you are looking for one.
Talking about the build, OnePlus definitely settled here, the new OnePlus Nord comes with plastic all over the phone with no Gorilla glass protection where the original Nord has it.
